When the Mighty Dragon Roars is the ninth and tenth episode of Power Rangers Universe. It introduces Colonel Xiao as Star Battleforce Ranger Series Drago, and features the debut of Drago Voyager 10. It also features the debut of the Fish and Range Sector Keys.
Synopsis[]
Part 1[]
Disturbed by nightmarish daydreams of a battle he once fought against His Magnificence, Colonel Xiao has became exceedingly cranky and difficult to live with; Arkeyan assassins Cereberos and Octiqua decide to target Xiao as a way of wearing down the rangers, who are forced to protect multiple Arkeyan outposts. Amid the operation, Ryan becomes a vulnerable target as struggles with hallucinations stemming from an Arkeyan propaganda film.

After Colonel Xiao intervenes intervenes the multi-coordinated Arkeyan frenzy, Ryan is captured by assassins Cereberos and Octiqua, as the rest of the team insists on knowing what's behind their commanding officer's recent bad attitude. As the assassins make their move to hunt the remaining rangers down, Colonel Xiao races against time to perfect his Sector Key so to assist his rangers in battle.

Part 1[]
One night on the Destiny's bridge, Colonel Xiao has a nightmare of his past, when his homeworld was being attacked by the Arkeyans, moments before Joi tries to comfort him; after he begins to get his head back in order, he tells her about Operation: Stardust, an effort to find out a secret hidden on Earth that His Magnificence appears to have some interest him. The next day, Operation: Stardust is underway, as Arthur, WIld Bill and Ryan take out an A-Drone piloted by Norman O'Neil - although Ryan is struggling to focus somewhat due to his experiences whilst watching certain Arkeyan propoganda, while Megan, Dimitri, and Bronzee fight Gazla, and Moose, Florian and Joi are fighting Javier O'Neil. The operation is a success; On Xibalba, a wounded Gazla is scolded by Z'Aezoth, moments before His Magnificence confronts him for his faliure, demanding that he has Octiqua and Cereberos hunt down and take out Colonel Xiao, before taking out the remaining senior figures at Star Battleforce, following their successful execution of Supreme Commander Mor-La.
Later, the rangers (sans Dimitri) are on the bridge computer laughing as Joi and Russell look on, when Colonel Xiao, not knowing the context of their conversation, takes offense and throws them out, but not before Arthur stands up for his colleagues. In the hallways, the group, along with Russell, ponders over what is causing Colonel Xiao's hostile attitude towards them, while Moose points out it may be down to strees, but Florian claims that he may have fleas. DImitri, however is in the hallway as well and has been listening to their conversation; he corrects them and coldly reminds them that his recent anger is due to an invasion on Colonel Xiao's homeworld years ago at the hands of the Arkeyans - who successfuly conquered Xiao's native Drago Sector. When asked about how he knows, he insists that this is because Joi has had him do compulsory accounts on those he his working with. Suddenly, Ryan has a hallucination stemming from the "Two Minutes Hate" film, and falls to the floor as the others tend to him; Joi instructs the others to keep an eye on him, especially with the large operation underway. Afterwards, she informs the group about their targets, and Arthur, Megan and Ryan shall continue Star Battleforce's awareness campaign to humans, while she will join Bill and Dimitri in search of Javier O'Neil, who is escorting the assassins, and Russell will be escorting them. To this end, Russell tells the Saint Denis duo and Moose that they'll be going on another Sector Key collection spree.
With that, Arthur, Megan and Ryan head to their promotional area, while Ryan, who is attempting to keep his head above water, leads both Arthur and Megan in following the objectives Joi has set for them. Arthur gives Ryan a lot of suggestions, but he isn't buying it, but Megan suggests they could teach survivors how to cook, since she is the best at cooking. Unbeknownst to them, Octiqua and Cereberos are observing them. Meanwhile, In the Arkeyan-occupied area, Dimitri is leading Bill and Joi as they search for any Moonbillies on the streets, only to run afoul of Javier again, who informs Bill that he and the other brothers have a bounty on his head. The three of them morph, and take on several Moonbillies while Russell pinpoints where the assassins may be. Across Earth, Arthur and Megan are having fun teaching Earthlings how to cook, while Ryan attempts to join the fun; Megan gives him a Sector Key that is said to be useful in quality dishes - the Fish Sector Key, which summons a giant fish for the three of them to cook. After some struggles during the cooking, the three of them dish out. As this happens, the assasains, who have now brought another O'Neil Brother, Dale O'Neil, with them. While Arthur and Megan are entertaining the earthlings while they eat, Ryan, who is trying to stave off further hallucinations, notices the assasains, accompanied by Dale, attacking the proceedings. In response, the three of them morph, while some earthlings continue to eat unfazed, although another Moonbilly eats a meal for itself. Before they can properly face the O'Neil Brother, Dimitri comes through on the radio, informing them that the other O'Neil Brother, Javier, is in his A-Drone and need backup. In response, Megan has Ryan, who is unfit to continue amid continued hallucinations, return to the Destiny while she and Arthur summon their voyagers to assist Dimitri, Bill and Joi, leaving the assasains to continue to terrorize the area.
The five of them form the Voyager Squad Megazord, which after a long battle, is able to take out Javier's A-Drone for good, although Javier is able to eject to safety. After the chaos, Arthur and Megan resume their entertainment sessions with the survivors on earth, while back on board the Destiny, Russell is communicating with Moose, Florian and Bronzee on their Sector Key hunting spree on video link, while Joi is doing a bio-scan at an incensed Ryan, who angrily denies that he is having delusions. Joi is confused as to why the "Two Minutes Hate" film could have been tainted with a dark source that warps the minds of whoever watches it, but Ryan rudely brushes it off and storms out, only seconds after a the communications are hijacked by Cereberos, who demands that Colonel Xiao come out to fight, but Colonel Xiao refuses. Russell, Joi and Bill are especially eager to know what is keeping their commanding officer from joining the frontlines, but it is Dimitri who tells Colonel Xiao that they have a right to know whether they like it or not. With that, Colonel Xiao tells the story of his past to Joi, Bill, DImitri, Ryan, and Russell; Prior to becoming commanding officer of the Destiny, Xiao was leader of a local Star Battleforce regiment located in the Drago Sector overseen by Supreme Comander Mor-La. During the Arkeyan insurgency, his homeworld was invaded, with Cereberos and Octiqua leading the attack. Though Xiao and his team fought valiantly, His Magnificence unleashed a ferocious onslaught of Arkeyan forces on Xiao's homeworld, and Xiao was the only survivor of the Arkeyan invasion, rendering him the last of his kind. When Megan comes in on the radio saying that he and Arthur are under attack again, Colonel Xiao does nothing, so Ryan gets on his feet and join him, but Bill and Joi stop him, and both claim he'll be a prime target due to the hallucinations he has been experiences, but Ryan defiantly tells them not to worry about him as he goes to help them.
Back on Earth, Megan and Arthur, already morphed, are struggling to deal with they struggle against the assassins - as Cereberos sends a fleet of Arkeyan footsoldiers to hunt down any rangers on board, Arthur asks Megan if she has a back-up plan, since they are struggling. Ryan arrives just in time to help them, although Megan is critical of his decision at first. Back on board the Destiny, having had some discussion with the remaining crew members, Russell reveals to Colonel Xiao that he has made some improvements to his staff - the Drago Command Staff, to allow him to join the fight. However, an enraged Xiao orders Russell to mind his own business and leave. The remaining members are on the promenade, where Bill is arguing with Dimitri regarding whether or not they should have joined Ryan or not, as Joi tries to defuse the argument. Suddenly, the station is hijacked by Roswells and Moonbillies, and after an unmorphed fight amid S.B.F. forces on high alert rushing to the situation, one such Moonbilly rises up and announces to the three rangers that "His Magnificence's two new assassins would like to have an appointment with you" before the combined footsoldiers, sent by Cereberos, takes Dimitri, Joi and Wild Bill prisoner. As the fight on earth rages, Octiqua reveals to Arthur, Megan and Ryan that three of their colleagues are now hostages, and if they resist, they too will suffer the same fate. After Arthur demands that they let them go, a major scuffle between the three rangers and the two assassins is underway. As S.B.F. soldiers continue to fend off Arkeyan Soldiers across all corners of the station, Colonel Xiao ignores the chaos, and takes a look at his Command Staff, before he takes out a dormant Sector Key out of his pocket, and silently begins to contemplate joining the fight, although Sector Keys are severely unrecommended to use in terms of morphing.
Meanwhile, back on Earth, Ryan and Megan are able to chop off Octiqua's arm, but she grows a new one immediately. She shoots at them and they are forced to demorph. Arthur, also in trouble, begins to consider using Horsie again, but decides not to - upon remembering Horsie's unpredictability. This fatal decision is only made worse when Cereberos interjects, and forces Arthur to de-morph as well, as he, Ryan and Megan are really in trouble now as Cereberos and Octiqua are ready to murder them. Suddenly, much to their surprise, Colonel Xiao arrives and calls the assassins out for participating in the destruction of his people, before he pulls out the Drago Command Staff that Russell had modified for him, and morphs into Star Battleforce Ranger Series Drago. Cereberos and Octiqua remark that itās been a long time since theyāve seen this form - as this was the ranger form that Xiao fought as during his days during the initial Arkeyan uprising. Arthur, Megan and Ryan are surprised especially, as Colonel Xiao - newly-morphed, calls out "Power of the Mighty Dragon", and prepares to attack the Arkeyan aggressors.
Part 2[]
Colonel Xiao, who has now become a ranger, charges towards the two assassins. Arthur, Megan and Ryan want to help as well, but Colonel Xiao orders them to rescue the others and leave. Lucky and Hammy decide to follow Colonel Xiaoās orders, though Ryan's hallucinations of the "Two Minutes Hate" film begin to get the better of him once again. Arthur and Megan run over to free Dimitri, Joi and Wild Bill; while everyone gets whisked off in Arthurās Voyager, Ryan, who is distracted by hallucinations of Arkeyan propaganda, stays behind and returns to Colonel Xiao. Cereberos and Octiqua seem to know Colonel Xiaoās weakness. Before Colonel Xiao can initiate a finishing strike, he abruptly de-morphs as Ryan arrives, and realizes Colonel Xiao has a time limit - based upon research Russell knows. Before he can ask more, Cereberos ambushes Ryan using psychic powers, incapacitating him with severe hallucinations. Colonel Xiao rushes to stop him, but Octiqua knocks him out, as she and Cereberos leave, taking Ryan hostage with them. When Colonel Xiao gets up on his feet, he is plagued by memories of the loss of his race again, and is filled with rage and guilt. Meanwhile, somewhere in Earth, Florian and Bronzee are partying with survivors at a bar, all in the hopes of gaining a Sector Key from them for their collection, much to Moose's ire.
Back on the Destiny, the others are discussing Colonel Xiao's recent morph, but Russell voices opposition against it, stating about the time limit given by Skill Sector Keys when used to intimate a morph. Colonel Xiao then arrives on the bridge and attempts to justify to the team his reasons for joining the fight on such short notice, claiming that his anger and rage had motivated him to no longer watch from the sidelines, but to reinvigorate his ability to fight. He then insists that there were only meant to be nine Star Battleforce Rangers; back when the program was first initiated and before they were able to find the real Sector Keys required to lead the way, Colonel Xiao was able to find a way to use Skill Sector Keys to do a forced morph as opposed to the Basic Sector Keys the actual rangers use. But the system wasnāt perfect and Colonel Xiao had a time limit on how long he could stay morphed. He kept fighting anyway, which is why the Arkeyans had relocated Cereberos and Octiqua in time to further stifle Star Battleforce as it were beginning its campaign to liberate the galaxy. As to the commanding officer's recent attitude, Arthur guesses that Colonel Xiao may be keeping a lot of secrets from them lately. Colonel Xiao then tells the Rangers that a team shares no secrets, and reveals the most important part of his story. When Xiao fought the battle on Xiao's homeworld, Cereberos captured his wife Hifuyei, and Xiao couldn't save her in time. On top of all of that, he lost many comrades on his home planet in the process, but that only motivated him to bring together a group of Power Rangers even more.
Suddenly, Cereberos and Octiqua calls into the Destiny to demand they show themselves in order to save Ryan; Octiqua further wounds Ryan on camera to prove her case, shocking Megan. The rangers are more than willing to go save their comrade, and surprisingly, Colonel Xiao allows it; tomorrow morning, they will launch the mission to rescue Ryan, while Arthur happily insists that Colonel Xiao's back to normal. At this moment, Moose, amid Florian and Bronzee's persistent antics, reports on their progress, and after being told about Colonel Xiao's morph and Ryan's capture, he says he's eager to go help as well, but Joi points out theyāre still many light-years away and probably wonāt make it in time. On Earth, Ryan is being further tortured by Cereberos, who subdues him with further hallucinations of "Two Minutes Hate", while Octiqua further interrogates him regarding what he knows about Supreme Commander Mor-La, who was murdered in the film. Ryan angrily answers by saying he doesn't know, and he doesn't care, but when Octiqua demands an answer, he dismisses "Two Minutes Hate" as a worthless snuff film, angering the assassins, who are now revealed to be recording the torturing session for His Magnificence and his senators. The next day, Colonel Xiao declares that he shall handle the main objective of rescuing Ryan, while the others will deal with a scheduled Roswell/Moonbilly onslaught - as Wild Bill predicts another O'Neil will turn up, as Megan - who is gravely worried about Ryan more than anyone, urges Colonel Xiao to be careful, as she cannot afford to lose a close friend. Meanwhile, Ryan overhears the assassins speaking to a gang of Moonbillies about bringing him forward for an possible execution, and comes up with an idea to set himself free; he pulls himself free from the chains as hard as he can, successfully freeing himself from captivity, much to the assassins' shock. After a long chase, and shooting down onslaughts of grunts, he breaks free from the building, where he is confronted by Colonel Xiao, who was about to come and rescue him.
They are then suddenly cornered by Cereberos and Octiqua so Colonel Xiao orders Ryan to meet the others at the desired rendevous point and morphs himself, resolved to risk his life to save Ryan's, but Ryan, who focuses his rage on the assassins for manipulating him into having his mind warped by their film, is determined to resolve the hallucinations that have plagued him. At this point, the others arrive just in time and after observing the situation, morph and give Ryan a hand. Arthur is glad to see Ryan in good shape, while Megan worriedly asks him if he can fight, to which Ryan says he'll try to. The rangers' efforts soon prove to be futile when the fight turns to the assassin's favor, as they overpower Xiao, and then the other rangers. Colonel Xiao's morph time has run out, and as he looks at the rangers taking a beating, his Sector Key reasonates with him, and he has a vision of a dragon, who appears before him and asks Colonel Xiao what he would like to do. Xiao says he would like to fight alongside his team of Power Rangers and to exact revenge on those who killed his people, free the universe from Arkeyanās control. The dragon flies into the Sector Key, and Xiao is blinded by a flash of energy. As the others continue to struggle against the Arkeyan aggressors, Colonel Xiao appears before them, and reveals his newly-fully powered Sector Key, much to the amazement of the others, especially Arthur and Ryan. Colonel Xiao then uses his Sector Key to morph into a modified, and more powerful version of his ranger form - Ranger Series Drago, much to the assassins' shock. Arthur, Megan, Ryan, Dimitri, Bill and Joi then rally with Colonel Xiao and perform a roll call with him. Afterwards, Octiqua brings two more O'Neil Brothers, Ernie and Earl, to the fight, much to Wild Bill's disdain. With that, Colonel Xiao takes on Cereberos and Octiqua himself while the others take on the O'Neils, although Bill tries to focus his attention on to them.
Colonel Xiao is able to send effective attacks at Cereberos and Octiqua. While the others take care of the O'Neils with an All-Star Sector Blast. Colonel Xiao sends Cereberos flying, leaving Octiqua all to himself, and now that he has no time limit, Colonel Xiao can take it to the death with either assassin. Colonel Xiao deflects all of Octiquaās attacks and delivers a Drago Sector Blast at her, destroying her for good. In response, an enraged His Magnificence signs an executive order, which enlarges Ernie and Earl, so Colonel Xiao orders the other rangers to leave it to him, as he too has a Uni-Voyager. He summons Drago Voyager 10, and uses it to fight the embiggened O'Neil Brothers. As this happens, Moose and the Saint Denis duo arrive back on the Destiny's bridge where Russell is monitoring the action, while Moose still appears to be keeping Bronzee and Florian in check. He tells him about the trouble he had keeping Florian and Bronzee in check - not to mention the new Sector Key they found: the Range Sector Key, while Russell tells them about Colonel Xiao's "upgrade". After a quick fight, Colonel Xiao easily takes care of both Ernie and Earl, who both shrink back to normal size and flee. However, an A-Drone appears, and Arthur, Ryan, Joi, Dimitri and Megan, arrive in the Voyager Squad Megazord to give their commanding officer a hand, as does Wild Bill in his own Voyager. Together they initiate a Universal Drago Blast attack to finish off the A-Drone off for good.
In the aftermath, Joi gives Ryan another bio-scan on Ryan, and this time, all of his cerebral anomalies have been expunged, thus relieving him of the curse that the Arkeyan propaganda film had inflicted on him. Elsewhere, His Magnificence is angered by Octiqua's apparent demise, and tears into Gazla for continuing to watch from the sidelines, in addition to criticising the wounded O'Neil Brothers for their failed efforts to wear the rangers down, before he voices his hatred for Colonel Xiao. Back on the Destiny, Ryan and Joi join the others - especially Russell, in the promenade bar, where Moose proposes a toast to their newest member - their own "boss". As they celebrate, Arthur confides to Megan that Colonel Xiao may be the real leader of them after all, as Megan tells him makes a good point, as he's still relatively new, but still finding his role in their campaign. As Colonel Xiao takes his seat, he thanks the team for helping him regain his will to fight, as their teamwork has helped him obtain a new power, moments before Bronzee and Florian to bring some more drinks, but as Colonel Xiao begins to drink, he senses that it's actually gutter water, prompting him to get back at them, as the others continue to celebrate.
