The Battle of Vis Urban is the thirtieth episode of Power Rangers Universe. This is the third and final episode in a three-episode arc centring on the culminating stages of His Magnificence's campaign to elect a third senator, and features the final appearance of Z'Aezoth, who would return as Z'Azlom 22 episodes later. It also features the debut of the Chrono Sector Key.
Synopsis[]
With Agent 263 now officially an ally of the rangers, the Star Battleforce Ranger team heads to Planet Vis Urban in search of a mysterious Sector Key with the power to travel through and manipulate time; with its intended use being to have the group lean about the Arkeyan Empire's past and rise to power. Their search, however, is disrupted by the Arkeyan senators, who are about to make their decisive point in their efforts to appoint a third senator in their ranks, leading to a climatic battle.
Plot[]
Now that Agent 263 has been finally accepted as the rangers' ally, work is now underway to ensure an alliance between Star Battleforce and the Galactic Affairs Bureau. As the Prometheus is docked at the Destiny to allow co-operative integration, many changes are underway with many G.A.B. agents taking up residence on the Destiny. 263 is on the bridge explaining the secret mission he gave Ryan and Joi to Planet Vis Urban to the rangers, and reveals the existence of the Chrono Sector Key, which can indeed manipulate time, and travel back and forth through time. Many crew members are certainly interested, and a popular suggestion is going back in time to destroy His Magnificence in the past to erase his existence in the present, as Arthur puts it. Russell deduces that this is not how it might work, since it is commonly stated theoretically that changing the past can result in creating an alternate timeline than change one's action in the present. Just then, Ryan and Joi call from Vis Urban with an update on their search, and suggest the rest deploy there to check it out.
On Vis Urban, just after they finish briefing the rangers, Z'Aezoth attacks, and Ryan and Joi morph. They hold the senator off as long as they can until the others. already morphed, arrive on the planet and just in time too as Z'Aezoth is far too powerful for them. All 12 S.B.F. rangers appear to be too much for Z'Aezoth so he leaves, after which Wild Bill brands him a "coward". Ryan and Joi explain, having read ancient writing on the stones, how the planet works. Vis Urban is shaped like a clock and at each number is a key that must be turned within 30 minutes otherwise everything resets. Turning all the keys will release the Chrono Sector Key. Since there are 12 of them, they all split up and head to a key, but Arthur, Dimitri, Megan and Ryan all encounter previously defeated enemies (Volstagg, Toxstatin, Sunken Gear and a past version of Octiqua) at the keys. 263 encounters Agent Squibbles, and realizes they are all facing a memory from their past which they must overcome to get to the keys. While the others have no trouble taking care of their revived memories, Ryan runs into the real and current version of Octiqua, who is one step closer to being crowned the third senator. Colonel Xiao comes face to face with Supreme Commander Mor-La, as Wild Bill comes face to face with Levi Floods and several Deluxo Hotel patrons, and Bronzee meets Florian, while Florian meets Percipulous Plump, flanked by several Lompaq Casino vendors.
Moose finds his key and is met by Professor Levictus Cornwall and two Moonbillies who somehow paralyse him, as arrives just in time to help. As this happens, Joi is confronted by Dreamin' Weave. Elsewhere, Russell finds his key, and sees his teacher and mentor, Professor Ma'chello, appear. 263, who is revealed to have turned his key, looks from afar, as Russell has a conversation with his mentor, which goes exactly the same way as it did while he was still in school - as Ma'chello even says "Yes! Inventions to fight the Arkeyans!" which brings back a series of memories. A flashback reveals that back in high school, prior to the Arkeyan invasion, Russell had been recruited by Star Battleforce to design technology capable of use for incoming warfare for S.B.F. and its allies, and Ma'chello was overseeing the progress on behalf of Russell's school. As tensions between Earth and the empire escalated, and world governments rushed to prevent Earth from being taken over, Russell, on Ma'chello's advice, agreed to leave his family behind to board the Destiny to work under Colonel Xiao, on condition that they were safe if ever the Arkeyans struck. Russell finishes remembering what got him in this situation, and decides to turn his key, but Ma'chello urges him not to do it, because when he last saw him, he did not give Russell all of his teachings. Florian and Bronzee, after being caught in some comical shenanigans, find Colonel XIao and Mor-La enjoying some drinks and stories together. Colonel Xiao excuses himself to turn the key which of course causes Mor-La to disappear, as Xiao salutes his former superior.
As all of this unfolds, Z'Aezoth expresses desire to become the supreme leader of His Magnificence's generals, so his superior can lead his armies to victory. His Magnificence is interested in Z'Aezoth's determination to assume command of the Arkeyan armies, and will make a decision in due course. In the meantime, he officially makes Octiqua a senator, and now there are officially three senators serving him. Elsewhere, Toxstatin, seeking revenge for his first death, beats Dimitri into submission. Left with no choice, he finishes Toxstatin off once more by turning the key. "Blood for Blood - Your debt is paid," Dimitri says as Toxstatin disintegrates after the key is turned. He asks Arthur for his status, and warns him that Arkeyans projected on Vis Urban are far more powerful than their original counterparts, and the only way to stop him is to turn the key. Arthur, in a pinch, is ecstatic with that hint, so he turns the key, and Volstagg disappears. Across the planet, Moose breaks free from his own trap, and realises that this Professor Cornwall could be something of an illusion, but before he can turn his key, Professor Cornwall praises his "greatest creation" for "breaking character" during the period in which he thought Dimitri was his assassin. Moose is chuffed, but reveals that he had since been taking anger management classes sometime since that incident, which led to him gradually gaining Dimitri's trust. Professor Cornwall wishes Moose well for the future, as the latter turns his key.
After Ma'chello finishes giving Russell his advice, Russell decides to turn his Key, but not before giving his former mentor a parting salute. This is when the Chrono Sector Key appears in Russell's hand, thus completing the main objective, moments before 263 catches up to him. He claims to have overhead Russell's conversation with Ma'chello, and assumes that he's a genius because of him; Russell even mentions that he's the one who designed the rangers' technology, before showing him the Sector Key they need. 263 is elated, and thinks that Colonel Xiao will worship him for introducing time travel to the Star Battleforce conundrum. He gets through to the others via communication to tell them the good news, moments before Z'Aezoth and Octiqua attack them. The former then taunts them for the number of rangers at their disposal (two of them), but 263 states that he brought ten more, and at that second, Arthur and the others show up, in a complete show of unity. With that, the Star Battleforce Rangers, all 12 gathered, morph together for the first time. After a roll call, they all work together to first take on Octiqua before going full force against Z'Aezoth. After a long and eventful battle, in which Octiqua is killed once again - this time by Ryan and Joi, the Rangers deliver an Ultimate All-Star Sector Blast at Z'Aezoth. In response, His Magnificence, enraged by the premature murder of Octiqua, signs an executive order to enlarge Z'Aezoth.
In response, the rangers summon their voyagers, and all twelve of them launch attacks at the senator, catching him off-guard. They then all form the Star Battleforce Ultrazord - as a team for the first time. With the entire team piloting the Ultrazord, Z'Aezoth is no match for the rangers, and Russell even notes that the Ultrazord is now at full power with All 12 on board, so it now has access to its stronger attacks. After a long battle, the rangers perform an Ultimate Universal Strike, that finishes off Z'Aezoth for good. In the aftermath, Colonel Xiao hails another bold step forward in the team's mission to bring down the Arkeyan empire - now that all twelve rangers have been united at last, now that they have the Chrono Sector Key at their disposal. The plan will be this: travel back to the 2030s, when the Arkeyans' rise to power began, in order to discover the true origins of His Magnificence; the mission will require a large amount of effort and preparation, so they will need to carry out a series of set-up missions in order to achieve it. Everyone's excited. Meanwhile, His Magnificence, angered by the loss of two generals, demands that Gazla seeks out a replacement, and do so as soon as possible.
