Power Rangers X-cell Burst is based on the series Bakuage Sentai Boomboomger. The story follows a group of 5 Power Rangers called the Velocity Vroomers. Rangers with new Zords, but wherever there are rangers, there are villains that are cooler than the Rangers.
The dreaded and fearsome Road Ragers, plan to destroy the world and blanket it in chaos. Some of these Road Ragers are superpowered humans with Quirks from My Hero Academia.

- Nadia Bliss: A cheerleader who is tired of boring lectures and has a Crab Cannon Quirk.
- Bakabaka: A demonic car based on Yeiyei Yaruka and Hime Shirayuki with a terrible temper.
