The Phoenix Steel Fleet is the collective term of three personal zords belonging to Star Battleforce Ranger Series Phoenix in Power Rangers Universe.

Phoenix Steel Zord[]
The Phoenix Steel Zord is Ranger Series Phoenix's personal zord. Unlike the other Uni-Voyagers, it is a modified Uni-Voayger, and was cited to have been named Phoenix Voyager 12 prior to its modification by the bureau. It attacks by fire blasts from below the nose.
It forms the majority of the Phoenix Steel Megazord, and its finishing attack is the Phoenix Steel Missile Strike.

Phoenix Steel Dish[]
The Phoenix Steel Dish is a satellite-like zord the secondary zord of the Phoenix Steel Fleet. It forms the chest and arms of the Phoenix Steel Megazord while parts of its panels become the Phoenix Steel Slashers.
In battle, the Phoenix Steel Dish can use its two panels to defect attacks and perform a spinning attack capable of cutting an enemy's arms off.
It can also function as a satellite for broadcasting.Make the Universe Great Again

Phoenix Steel Launcher[]
The Phoenix Steel Launcher acts as the Phoenix Steel Zord's self-propelled launch pad where it is stored between missions, and is deployed from the Galactic Affairs Bureau Headquarters. It forms the legs of the Star Battleforce Ultrazord.

Phoenix Steel Megazord[]
The Phoenix Steel Megazord is the personal megazord of the Star Battleforce Ranger Series Phoenix. The combination of the Phoenix Steel Zord and Phoenix Steel Dish, it is able to fly and perform aerial attacks, and is armed with the Phoenix Steel Slashers.
The Phoenix Steel Megazord has three finishers:
- Phoenix Steel Inferno Strike: The Phoenix Steel Megazord performs a double fire slash attack with the Phoenix Steel Slashers.
- Phoenix Steel Zord Fleet Strike: The Phoenix Steel Megazord separates from its components, then the Phoenix Steel DIsh traps the opponent for the Phoenix Steel Zord to ram at the opponent. During the finisher, the Phoenix Steel Zord and Dish combine into the Phoenix Steel Megazord again.
- Universal Union Strike: The Phoenix Steel Megazord delivers a powerful blast attack alongside the Voyager Squad Formation 1-2-7-9-11, Drago Pride Formation 10-3-5, Libra Voyager 4, and Aquila Voyager 8.

Star Battleforce Ultrazord[]
The Star Battleforce Ultrazord is the combination of Leo Voyager 1, the Phoenix Steel Fleet, and the Star Battleforce Rangers' main twelve Sector Keys. This combination doesn't require all 12 Rangers to function, but it will be at reduced power if less than 12 rangers are piloting it.
According to Russell, this configuration, as one of the strongest forms of arsenal the rangers have at their disposal, is only recommended to be used in times when absolutely necessary, as prolonged use can drain power from and subsequently damage the Sector Keys.
The Star Battleforce Ultrazord has 2 finishers:
- Ultimate Thruster Blast: The Ultrazord delivers a powerful blast attack with the Phoenix Voyagezord's rockets. This is the default finisher if less than 12 rangers are piloting the Ultrazord.
- Ultimate Universal Strike: The Ultrazord delivers a powerful blast attack in the shape of the main twelve Quantum Globes at the enemy. This is the default finisher when all 12 rangers are piloting the Ultrazord.
