Make the Universe Great Again is the twenty-eighth episode of Power Rangers Universe. This is the first episode in a three-episode arc centring on the culminating stages of His Magnificence's campaign to elect a third senator.
Synopsis[]
With Ryan and Joi's help, 263 hijacks an Arkeyan broadcast facility to declare to the whole universe that he will lead the Star Battleforce Rangers and the Galactic Affairs Bureau to defeat His Magnificence. However, his actions end up risking civilians' lives, and Arthur and the others finally lose their patience towards him, leading to team disfunction as Gazla, Z'Aeztoth, and Octiqua's campaigns for senatorship hit a critical point.
Plot[]
Ryan and Joi have completed negotiations with the Galactic Affairs Bureau in the hopes of joint missions between Star Battleforce and the G.A.B., When briefing 263 on this development, 263 has some good news: he's found an Arkeyan-run TV station, and intends to visit there in an effort to solve the mystery of His Magnificence's origins. As this happens, His Magnficence meets with his two senators, as the deadline looms on the selection process of a third senator, and concludes this meeting with orders them to eliminate 263, and Z'Aezoth, feeling that his time has come, steps forward. On the Destiny, several rangers are on the bridge discussing the next leg of the Arkeyan senatorial campaign as Arthur remembers how arrogant 263 was when he said the Star Battleforce were no longer needed to defend the galaxy from the threat of the Arkeyans. Arthur says heās actually not interested in learning any more about 263, not to mention the bureau he works for.
Joi calls in to tell them to turn the TV on to the Arkeyan ministerial broadcast. But 263 instead takes over and broadcasts across the galaxy to announce that the Galactic Affairs Bureau has effectively replaced Star Battleforce as the main line of defence against His Magnificence and the Arkeyans. The rangers wonder if 263's beliefs and claims about the bureau's history with the Arkeyans could actually be true. Colonel Xiao tells them all to head down to the station as there might be civilians in harmās way. 263 wraps up the broadcast and insists that this broadcast may be enough to infuriate Arkeyan media representatives, so has Ryan and Joi brace for a potential arrival. But all they get is Octiqua, who is on the latest campaign round for her election as senator. 263is disappointed, but he, Ryan and Joi morph to fight Octiqua and the energized regular Roswells - who have served as the TV crew. Arthur, Megan, Wild Bill, Russell and Florian arrive. Florian and Russell take the civilians to safety while Arthur, Megan and Bill morph to help out despite 263 saying he doesnāt really need it.
Suddenly, Z'Aezoth comes crashing through the ceiling into the studio. 263 recognises him. He explains to the others that the senators are stronger than Arkeyan commandants, although Wild Bill claims that they had run into the senators a few times up until this point. Colonel Xiao recognises that His Magnificence may have provided the senators with more planesium than usual - thus making them more powerful than usual, so they must retreat immediately after they ensure the safety of the civilians. 263, however, doesnāt hesitate to take Z'Aezoth on, as Z'Aezoth doesnāt seem to remember ever facing 263 in the past. Arthur tells 263 to fall back so as not to have Z'Aezoth cause more havoc and endanger the civilians. Indeed, Z'Aezoth is attacks one of the TV crew with a shot, and to better demonstrate his increased planesium, fires several penetrating shots of planesium from his shoulder at civilians, and one of them hits Megan in the stomach, forcing her to de-morph and leaving her severely wounded. The civilians are evacuated, but as the Arkeyan attackers prepare to retreat, the shot continues to go through Megan, so Z'Aezoth does a u-turn, and goes straight for the kill, but is stopped by Arthur, Bill, Ryan and Joi; shortly afterwards, Ryan rushes to Megan's side as he and the others get to safety, while 263 just simply bluffs.
Moments afterwards Ryan, Russell, and Joi help an injured Megan as Arthur chides 263ās recklessness in endangering the civilians. 263 retorts by stating that the G.A.B.'s regulations vastly differ from that of Star Battleforce's, meaning that the agency will not hesitate to make sacrifices like choosing the greater good over a few people if it meant saving the galaxy. Arthur does not agree with that philosophy, as 263 says if Arthur wants to fight with him, then he must become nothing more than just a qualified riot shield. "Who the hell would want to be this guy's shield?" Arthur, in shock, asks. As 263 and Arthur argue, Russell notes that Megan has lost a large amount of blood, and must be taken to the infirmary immediately, as he has no instant-heal supplies. Ryan, protective of Megan, demands that he tell Arthur to get a move on so Megan can be healed; Florian, however, is enjoying all the infighting. 263 says his agency colleagues in the past were his shield, and his former superior was one too, and they all made sacrifices to do so. If they canāt do that, then they have no right to call themselves the main line of defence against His Magnificence, and Arthur is incensed, and Ryan, Joi, and Russell hold him back. At this very moment, 263 notices that Megan sustained a serious injury, so he refutes and heals her with some nanomachines he borrowed from Pangar. In return for healing her, 263 demands that Megan pay him $500 Star Credits in exchange, and she too is fuming, and slaps him, leading to a further scuffle, which Joi diffuses. The arguments come to an impasse when 263 claims that the bureau has more intel regarding the Arkeyans than Star Battleforce does. To better reflect the bureau's new alliance with Star Battleforce further, 263 gives each crew member a cap, which says "Make the Universe Great Again", much to Arthur's obvious chagrin.
After Arthur, Megan, Bill, Florian and Russell head back to the Destiny, 263 goes off with Ryan and Joi to continue their "special assignment". Later on, 263 is telling Ryan and Joi about what has become of the Prometheus since it fell into the bureau's hands; before he tells them his story, and how he earned the Bureau Director's approval, which ultimately earned him use to the Crimson Phoenix Armor. Back on the Destiny - where Russell and Colonel Xiao are discussing 263's latest round of MUGA stunts, in the promenade, Arthur and Megan have individual rants to the others regarding their opinions on 263, especially with what Megan dubs as a publicity stunt. Moose even notes that there is a load of G.A.B. propaganda spread all across the station, and senior officers are being coerced into wearing MUGA caps, with Arthur even noting that he saw officers being physically manhandled into wearing the caps. Florian claims that they could using Star Battleforce as a vessel for publicity, and 263's even acting like a social media influencer, and thinks the bureau may have a huge social media presence. Megan even remembers her latest appearance at a press briefing, and remembers how hard it was for her to be asked questions regarding the bureau's unprofessional attitude, and Colonel Xiao's handling of the affair. Dimitri suggests that 263 and Arthur should form a truce so they have a significant ally at their disposal, since Arthur has since been recognised as a figure of unity, buy Arthur remembers only being asked to be a shield; Dimitri insists that there may be more to being a "shield" than Arthur thinks. At this point, the others think Dimitri's making a good point.
With Gazla having fallen back to secure donors for Octiqua. Z'Aezoth begins another rampage. 263, Joi and Ryan are the first to arrive, but Arthur, Wild Bill and Megan are right behind him. 263 still thinks the rangers are below his standards, but Arthur says he decided to take his earlier advice, and insists itās 263 who is weak since he couldnāt defeat His Magnificence since the bureau focuses more on intelligence rather than millitary. Thatās why he has his comrades because he canāt do it alone, and true comrades are not supposed to be "shields", as 263 calls them. They will all work together defeat His Magnificence and the Arkeyans. Arthur leads the others in a morph, and 263 also morphs moments later. As the Rangers fight Z'Aezoth, he summons a more powerful Iron Wereworm. Arthur and 263 take it on together, as the others finish off the Roswells before they gang up on Z'Aezoth. The rangers and 263 deliver an All-Star Sector Blast and Blazing Storm Slash finisher at the Z'Aezoth and Deathworm. But afterwards, the Wereworm enlarges, and Z'Aezoth assumes command of one A-Drone, while Octiqua is in control of another, as Gazla watches in satisfaction. Arthur calls Colonel Xiao to join in the fun, as he, Russell and Florian head down to help, Bronzee, unaware that there was a situation, arrives late on the bridge. With that, Arthur forms the Voyager Squad Megazord with Ryan, Joi, Bill and Megan, as Colonel Xiao forms the Drago Pride Megazord with Russell and Florian, and 263 forms the Phoenix Steel Megazord.
The Star Battleforce Rangers team up to finish off Octiqua's A-Drone together, as she ejects from it to safety. The A-Drone folds up and rockets into the sky, so Joi has an idea - she undocks her Voyager from the megazord and instead attaches to its back to be its wings, allowing Florian to dock his voyager onto the megazord. They are able to fly up into the air to easily destroy the A-Drone, as Z'Aezoth escapes. 263 is taking on the Wereworm and is able to outsmart it long enough before delivering a Phoenix Steel Inferno Strike finisher at it. In the aftermath, Megan is contemplative as she reads updates on Octiqua's campaign, especially following her recent run-in with her. As the rangers prepare to settle down, Colonel Xiao says 263 isnāt here because he must prefer working alone, and believes there's still hope for an alliance between Star Battleforce and the bureau. Dimitri believes 263 knows His Magnificence's secret, and thatās why they need him to defeat the empire. Arthur finally admits for the first time that he acknowledges 263ās power, but he will not be bossed around. Speaking of 263, he is still on Earth, admiring all of the reconstruction that has been happening on Earth since the Arkeyans took over, especially since world governments have been quick to act. The three rent a hotel near a Star Battleforce outreach center across town, where Ryan still has suspicions about 263's motives to forge an alliance between S.B.F. and the bureau, and confides this to Joi. In response, 263 says he'll have him and Joi another score in due course.
