Agent 283 is an anonymous operative working for the Galactic Affairs Bureau, who had staged a rogue campaign against the Arkeyans, and did so with the possesion of the Phoenix Sector Key, using the Crimson Phoenix Armor to fight. He would later join the Star Battleforce Rangers as its de facto Sixth Ranger, Ranger Series Phoenix.

Agent 263 portrays himself to be well versed about galactic affairs, claiming he loves to do his work as a high-ranking agency official in the form of gathering intelligence. He is depicted as cocky, stubborn, arrogant, cynical and impatient, constantly urging the players to complete tasks as quickly as possible, and often acts on his own agenda to get to his ends, but does have some good sense. As time goes on, he gradually begins to better understand Star Battleforce regulations, which ultimately improves his connections with the rest of the group, and was a key negotiator in S.B.F./G.A.B. alliance talks. Like other agents of the G.A.B., 263 is pragmatic in his methods and will use other agencies and organisations for off-the-books missions to make the galaxy safe.
